Support Legislation to create a Maryland Public Art Initiative

by: Mary Ann Mears, Artist/Advocate

The bill will create a fund to support the commissioning of works of art in conjunction with new state facilities and, on a discretionary basis, at other public Maryland sites that do not receive new state construction.
March 14, 2005-Art advocates must speak out to support the Maryland Public Art Initiative (House Bill 749/Senate Bill 793) in the coming week. Please attend the Hearing for Senate Bill 793 at 1pm on Wednesday, March 23rd. We had a very positive hearing in the House Appropriations Committee. We need a big turnout for the Senate Budget & Taxation Committee Hearing!

SENATE BUDGET AND TAXATION COMMITTEE
3 West, Miller Senate Office Building, 11 Bladen Street, Annapolis

Plus: the vote in the House Appropriations Committee is imminent!!

Please keep doing all you can to push the Public Art legislation with your State Legislators, especially the members of the two Committees listed below!

These companion pieces of legislation will create a public art program for Maryland:
  • The bill will create a fund to support the commissioning of works of art in conjunction with new state facilities and, on a discretionary basis, at other public Maryland sites that do not receive new state construction.
  • The fund will be .5% of the state annual capital budget. Funding of individual projects will be determined by a Public Art Commission to be appointed by the Governor.
  • The public art program will be administered by the Maryland State Arts Council.
Sponsors include:

House Bill - Delegates Richard Madaleno, Maggie McIntosh, Adrienne Jones, Melony Griffith, and Elizabeth Bobo.

Senate Bill - Senators Ida Ruben, Nathaniel McFadden, Gwendolyn Britt, Richard Colburn, Ulysses Currie, Roy Dyson, Nathaniel Exum, Jennie Forehand, Brian Frosh, Rob Garagiola, John Giannetti, Lisa Gladden, Leo Green, Sharon Grosfeld, John Hafer, Paula Hollinger, Verna Jones, Delores Kelley, Rona Kramer, Gloria Lawlah, Thomas Middleton, Donald Munson, Paul Pinsky, and Leonard Teitelbaum.

It is critical that these bills be first passed out of the two budget committees of the General Assembly. The names, address, phone numbers and home county(ies) of each is listed below.

If you adapt the sample message below be sure to open your email or letter to the legislators with a personal message.

Sample letter:

Dear____________;

Please support HB749/SB793-Legislation to create a Public Art Program for Maryland. This public art program will enhance the aesthetic and property value of state facilities and other sites, help to educate our citizens of all ages, beautify the built environment, create our legacy for the future, celebrate our communities, and create a sense of place. Public art will provide a valuable asset for economic development as it enhances the quality of living in, and visitation to Maryland cities and towns.

Thank you.
